I have everything registered to my moms house in MN but i have an apartment in ND. So what im asking is can i register my car in a state that i don't have my license in??</p>

You will be screwed though if you ever get pulled over and show a mn license  while your car is registered in nd. I would get a nd license and register all my cars in nd. nd has cheaper insurance rates as well.</p>
