Judging from the things I have heard, I believe they are referring to the fallen Decepticons.

I have also heard that Scorpinok uses the spark in his chest to bring Megatron back. I think that Starscream returns with a shitload of Decepticons to fucking annihilate. This should be pretty damn good. I just wish they wouldn't limit themselves so much and only use GM cars.
