No, shooting an animal is not torture (unless you intentionally shoot to maim...then yes). Duct taping a cat= Torture; starting a turtle on fire = torture, shooting a deer/grouse/pheasant/etc... to eat = yummy.

A domesticated cat has no such laws protecting it and unless it is dangerous, I can't even say that with a straight face, you have no reason to kill it other then to assuage you own hatred for them.
