Dreamweaver is a decent tool for a WYSIWYG editor (probably one of the best). Frontpage (and similar tools) bloats the hell out of their markup. Dreamweaver does too but not quite as bad - the advantage to Dreamweaver as you can easily flip over to the code and tweak/cleanup.

Flash.... that just shouldn't be used anymore - especially as a full site.

and I come back to the question - what does he want out of the site?

It's really simple to use. I looked at dreamweaver a bit and it was really confusing for a noob like myself.

I liked the ability to drag and drop with dreamweaver but still able to do hard coding if I wanted to as well. I've never used frontpage I don't think, so that may be the same, but I liked trying things out with Dreamweaver.

But that was literally like 8-9 years ago...Since then I've always designed stuff with Flash. Flash is pretty easy to learn, and you don't have to get too complicated to make a website. Gotta have some art skills, though. Both are made by Macromedia, and I'm sure you could find a torrent somewhere for a "free" copy o_O
