Ive got to two sets of 13" OEM Honda wheels, steelies with decent tires and some old school meshies with crappy tires. How much would it cost to have both sets unmounted and then the decent tires put on the meshies and the have them balanced? You can keep the crappy tires. Plus, is this something I could just stop in and have done while I wait or should I make an appointment?

If you want to leave the other 4 tires with us, there is a $4/tire disposal fee. So $75 + $16 + $3.50 shop materials fee will give you a total of $94.50. It is something you could wait for if you wished, or simply drop of the wheels in the morning and pick them up in the afternoon, whichever is most convenient for you.
