Its black, so it should be easy but I want to have it done right.   obviously, the cheaper the better though.</p>

Well you never really blend black, you normally just panel paint it because black usually always matches unless you have a super goofy pearl or metallic that wont look right. And as for a place to paint it anywhere should be able to handle painting a black bumper. so just call around get some prices.
