<p dir="auto">So the guy that I bought this stuff from had a Garrett gt2860rs with the wastegate flap welded shut.. which I assume looks like this:</p>

<p dir="auto">Mine seems to be missing a bolt hole... what am I missing here?  Will it be ok with only 4 (clearance issues maybe?) or will it leak?</p>

Should be enough clearance to drill that hole and use an allen headed bolt. I don't know how much room you are working with to get at it though.</p>
