HCl is a strong acid because it ionizes completely into H+ and Cl-
a weak acid is something that doesn't ionize completely. acetic acid is one, H+ and C2H3O2 and C2H3OOH are the items in a solution of acetic acid because it doesn't ionize completely.
strength is a bit ambiguous here. strong doesn't necessarily mean dangerous, it just refers to how well it will ionize into water. molarity and concentration refer to how strong it is in the sense that most people think, ie how well it will dissolve something. does that make sense?
