<![CDATA[I suck at the internet!! HELP!]]>IF you read this please open this link (http://www.mheso.state.mn.us/hesod/NDReciprocity/apply1.cfm) for me. It will only take a second of your time. Every time I try to open the link I get a blank page and I need to file for reciprocity so my tuition will get knocked down by $1,700 and I can finish my car.

I'm assuming the site doesn't work because EVERY student in minnesota and north dakota that is going to school in the other state is filling that form out at this exact moment.
