I'd push back on the notion that a high miles A4 is a headache. if an A4 is a headache, an S4 will certainly be more so. But i don't think either is going to be a problem, honestly.
Rubber in the suspension will tend to be worn out in any higher mileage car... this is either something you notice or it isn't. I replaced 100% of the body mounts / bushing in my 20 year old Audi, but I drove that car harder than 99.9% of people ever do.
We have a 2000 VW passat (same as a 2000 A4, but bigger) and it's been quite reliable for us. It's nearing 90k miles on it.

the stock turbos on 1.8T and 2.7T s4s can be problematic if the car was modded or a non-synthetic oil was used.
That's ok -- on the 1.8T cars, that's a good excuse to put in a K04 kit and make an honest 300hp. On the B5 S4, turbo replacement means pulling the motor and is a non-trivial affair.
2 years ago i bought a 96 A4 with 150k miles on it for a friend of mine in town for $5000. I put another $500 or so in parts into it (timing belt, crank seal, filters, fluids, etc) and it's been a problem free for him since (well, the battery died from sitting too long).

VW Jetta...Diesels get 50+mpg...VR6's are fun too along with 1.8T's (00+)
Audi S4 (older ones are around $5k, 2000+ around 10-12k in stock form) AWD y0...idk if the milage would really be any better than the mustang though.
Honda Civic VX or HX (for TeH uber milage y0!!!)

Caddi Seville/Deville 1996+ STS (my dad's 96 got around 25-30mpg on the highway and 20+ in town...plus they make arund 300hp so they are no slouch... -

My buddy gets 700+ miles on a tank of diesel in his jetta so if you do go that route, it is very economical..

too bad you cant do RWD...higher milage s2k's are now in the 10k range...one with 130-140k miles, but in very nice shape yet, sold for $9k on h-t a week or 2 ago...
Ever consider a SRT-4? $10k would be pretty easy there...they are pretty B-A as long as you can stand somebody calling it a neon every 10 seconds

too bad you don't want an Auto...otherwise I would say Subaru SVX...cheap, AWD, looks good, pretty peppy (220bhp)...

Also, a 94-01 Integra wouldnt be bad either (and for 12k or maybe a bit less you may be able to snatch up a Type R if you look)...you can get a nice stock GSR for around $5k (personally i'm a fan of the sedans and they are cheaper...try to find one with either a JDM front or at least a 98+ front, they just look a lot better hah)...spend $2k boosting and you have a reliable 275whp daily that gets uber milage (if you are nice to it lol)
An older Audi wouldn't be bad either...there's a 1990ish Audi Coupe Quattro for around $2k on craigslist that needs some minor work, but would be a decent looking and fairly cheap daily thats obviously AWD...
Also, ever consider a Golf 3dr Hatch?...1.8T in them FTW
