C. The posted speed limit for traffic on the freewayI picked C, but apparently the correct answer is A. That doesn't seem right because the speed of traffic can definitely exceed the speed limit.

Thats because on the freeway you are supposed to drive the speed of traffic. It hardly applies here, but I don't think the cops realize we have a freeway. Either way, it's a hazard to drive slower than the speed of traffic.

It also applies in the opposite way. If traffic is going 20 under because of congestion, coming in at the speed limit would be dangerous.

I got a 95%, with my only error coming from the exact same mentality. Most of the time in Minneapolis, merging with traffic will be 5-10mph over the posted limit, and often I-29 or I-94 as well :icon_scratch:
