It was built that way by a company that all they do is build rear ends (Matt knows the name of the company, I forget). I assumed there must have been a reason for it (the way the brakes attach?), but wtf do I know about assembling a Ford rear end.

That's the way it showed up. I ordered it cut to length and had axles/bearing/stud/retainers as part of the whole deal. I noticed that they did put one not quite right, but it shouldn't effect anything.
