North Korea has a large percentage of thier population as part of thier army, but the total size of the military there doesn't compare to size of the so called "allied" forces that we as the united states have...
Roughly 1.1 Million (perhaps only 900,000 now), people are in thier armed forces. The total estimated population of North Korea is 22 Million. This is a very large percentage enlisted, considering the United States has a comperable number of soldiers, and over ten times the population. However, there are several factors you have to consider; to survive in North Korea you basically have to have a member in the armed forces. Generally speaking, the population as a whole is impoverished with the leaders of the country opressing them and living a lavish lifestyle.
The total GDP of North Korea in 2004 was $40 billion, thats a GDP per capita of $1700. Compare this to the United states with a 11.75 Trillion dollar GDP and a GDP per capita of $40,100. The united states spends 3.3% of its GDP on military expenditures, while north korea's numbers are not available this number can be estimated to be MUCH higher.
So you can see that North Koreas main focus has always been to maintain its military status, but the way it runs its country, is stuck in a soviet era that no longer exists.
World War III? I highly doubt it. Who would be crazy enough to ally with North Korea, for economic reasons alone there would be no other country who would support it.
What countries would be endangered if North Korea attacked? South Korea and Japan. After the Korean war, the DMZ (De-Militarized Zone) was established between North Korea and South Korea to deter an attack from either size, offically the war has never ended and the two countries are constantly fighting (but without any major incident). North Korea is estimated to have enough nuclear material for what? several bombs if that. We don't even know for a fact that they have them, or the capability to use them effectively. North Korea does not posses the economic power to be able to purchase and mass produce missles that would harm the United States even (there have been reports of the development of missles that would effect the West Coast but there have been no indications that progress has actually been made).
So, you say that Kim Jong Il is a crazy fucker, well its true he is nuts, but not totally without reason. He's a soviet style dictator. If you look at the chain of events that has gotten North Korea to the point that it is today, you can see the generally speaking he wants to increase his personal power and positon the country higher then the point where it is now. During the clinton presidency you see that North Korea and South Korea, and the united states were engaged in multilateral talks that lead to large steps being made for reconsiliation between the two countries. Kim Jong Il even was invited in to South Korea for soccer game. North Korea established a somewhat limited aid program with the United States and its allies, exchanging its nuclear capabilities for oil and other resources (food etc...). Flash forward a few years, President Bush era. President bush name North Korea in the "Axis of Evil", wipes out any kind of aid for them, and establishes a hostile military policy toward them; when you consider the War on terror and how the united states justifies its use of force in countries that we now find out were unprovocative, you can see why Kim Jong Il is scared shitless. So what happens? He needs a bargaing tool to bring to the table to try to re-establish the point of withdrawing economic sanctions and re-starting aid programs such as oil and food which esentially will help him bring his country back to a point where it can develop again. He starts his nuclear power plants back up, and uses them as a bargaing tool. He's crazy, but he's not dumb. He knows he'll be blown to all hell if war were to ever break loose, so theres no reason to think he'd commit suicide for no benift. In the multi-lateral talks in recent months we can easily see that North Korea wants ammends to be taken to thier country, and the United States and its current administation doesnt want to take these.
The question really is, could World War III actually happen with North Korea at this point in time? No way! "World war," how could it happen with only one country supporting it, and the rest of the world against it?
If you were to throw china and russia in to the mix, now that is something to worry about, but that's not happening. The only way I can see a World War ever starting is China and Russia alinged forces and sought war against the rest of the world, that would be the end all be all of wars; a true world war. But just considering the economic benfits that each country gets (the united states, china, etc..) theres no reason for them to go to war; what would be the provocative reason for any of us to go to war right now? There really isnt an issue that would lead them to that point at the moment.
So anyway, no, north korea is not the danger that you think it is. Perhaps for the citizens of South Korea and Japan its a worry, but the general sentiment in South Korea is that people want to make ammends with the North Koreans, not start a war. When you consider North Korea, you have to consider that the country is actually full of people that have been empoverished and oprressed by a dictatorship that does not actually care for its people, they have been brainwashed at large. Kim Jong Il is crazy, immoral and a total bastard, but theres no reason to think he'd put himself or his country on the verge of extinction for no reason unless first provoced (meaning first strike by North Korea really isn't viable).

Why has China been on our side in the Multi-Lateral talks with North Korea then, trying to get them to stop Nuclear Plant production?
