white crx boosted?

Every once in a while I see a white? crx driving around. The front lower bumper is rip off. You can see a intercooler which is not protected very well. It looks like its connected.

Is the car boosted or is the person trying to fake it? Everytime he drives by I dont hear a whine or a spool.

He hit a high 11 on his best run. B16a+Turbo+mega rust.

I'm sure that he doesnt ever touch boost durning the winter, that would be why you don't hear any spooling.
