Generally you only have to pay for the number transfer, they just set the plan up on the treo, but be careful so you don't use too much data without a dataplan!
I bought a moto Q (good phone by the way, but took it back to buy springs) from alltel and i had to get a new plan because its a smart phone. Which the new plan costs more so i would imagine you would have to do that also.
i dont think you "have" to get a new plan? I used my PDA phone without data, but now I broke down and have unlimited...never thought I'd use it but it actually comes in handy a lot.
