I'd offer him $10k, maybe 13k since it's not federalized. Since that car gets into Canada b/c of their 15 year old rule, it cost him next to nothing. Hell, he probably only paid $8k for it in Japan, and then had to pay shipping charges.

Email I got back from the ND Department of Transportation a few months back......

We have checked our requirements for motor vehicles and have not found anything that would say it is not legal to title and register a right hand drive vehicle. You or the buyer may also want to check with the local law enforcement to see if they are aware of anything that may be required for this type of vehicle.

I guess I was more concerned with legalizing the car for street use rather than just importing it. I am familiar with the laws for importation, just not sure what I'd need to do to make it legal to drive on public roads. The car I am interested in is a 1992 Nissan Skyline GTR which is a right hand drive vehicle that is not sold in North America yet can be purchased in Canada and licensed for street use (15 year rule of some sort.) My question is this, if the car can legally be licensed by a Canadian driver for use on public roads, can it then be sold to and licensed by an American car owner for legal use in North Dakota on public roads.

You will need to check with the Port of Entry where you will be bringing the vehicle across on the regulations on importing a vehicle.

If you would be importing a vehicle that is not titled and licensed in North Dakota we would not be able to as some of the Japanese vehicles are imported from Japan as agricultural equipment which we can not title and license for street use.

What are the regulations on importing a car from Canada? I was under the impression that as long as the vehicle had been licensed for at least one year in Canada it could be brought and sold in ND/USA. Is this information correct? If so, does that rule also apply to vehicles which have been imported into Canada (from Japan for example) and licensed for 1 year? If this is not the case, what is the process of legalizing an imported car for use on ND highways?

You can't do it in a way that is 100% legal and on the up-and-up.

The chassis hasn't passed crash testing, and the drivetrain hasn't passed EPA testing. The VIN wont be the right length, and youll have a hard time insuring it.

To convert a canada spec car of a certified chassis and drivetrain still requires changing the speedo (and perhaps one other thing, i don't remember what)

There are people that get skylines on the street all kinds of ways - importing parts, lying about what it is, etc etc. But the feds can seize the car and crush it if they want to make a point. The Motorex skylines are the only ones that are 100% in the clear, no doubts about it road legal in the US.

If I could get an R32 GTR for under $10k road legal and insured, I'd do it.

ND seems like the kind of state where you could pull off "grey" Skyline ownership, but just be aware of how much risk exposure you've got if you do it. Definitely don't lie to your insurer - you don't want to find out that they won't honor liability coverage after you hit a van full of orphans or something.

An R32 and R33 (motorex cars, i think), with WA state plates ran at an auto-x a few weeks ago.

Oh, and as far as insuring it. A member on my site has an R34, and he said the only company that will insure the car is Progressive. But I know that military members go through USAA and get their cars insured world-wide. Eric (red S13 in GF) had USAA for both his R32's when he was in Japan, and my buddy Rush used USAA when insuring his Euro-spec S14 Touring.
