Majority of the tuners in Phoenix area are too busy street racing or cruising, no time for forums. My girlfriend's gramps lives there and visited there a few times and witnessed the mayhem.
I believe there is a lowrider forum though............

az240.something google it. Its alot more then 240s on there, its a start and they can probably point you to more.

and as always google az/pheonix/what ever and random stuff after it like forum, imports...
