my question is, are those the 1/4 mile and 0-60 of the BASE MODELS that you get for the Base Price? Or is that the starting price and the ones they test have other options...

if u read the article it says
Quickest to 60 mph wins, eligible vehicles must boast a base price (including destination charges, to be under 30k.
must be available in showrooms throughout the bulk of calendar-year 2009. Only production cars allowed
If two cars post identical 0-to-60 dashes, the car with the quicker quarter-mile sprint gets the nod. If they're still tied, then the winner is the car that first reaches 100 mph, then 110 mph, and so forth.

But they also post 1/4 mile time.

most of the cars at base price have the same motor as the higher end price of the same car.
