If that was 100% for real and not taken out of context (not sure how it could be) then I'll be the first to say he doesn't belong in any form of elected gov't. I'm not entirely sure what the vote was on or if it was just to move a bill to further debate/out of committee or what...but they said a 1/5 vote was needed to advance it (or I think that's what they said). I would have liked to have seen the actual vote of people standing to verify anything. Just because people shout louder doesn't mean that there were more of them.
Again, from what I've seen it looks like Murtha overstepped his authority and should be removed from office because of it.
