questions on a 97 neon

So I have never bought a used dodge before, and we are looking at a 97 dodge neon for my girlfriend. It has 154000 miles on it. It is in our price range with a few things wrong. Upon test drive I found a couple things:
-The cluster is "intermitent" . As soon as you get up to speed, it kicks on, all needles go to where they should.
-Blinkers do not auto cancel(clockspring?)
-slight tick in engine. To me it sounds like a honda that needs the valves adjusted, or a slight exhaust leak.
-A/C needs to be recharged
-Interior lights don't work(she says the fuse is blown)I am wondering how much of this stuff is normal for this shitbox being this old, and what its gonna take to fix it.
The reason I haven't run away fromt this one is because the body is in great condition, and the trans is rock solid. Also has just had a fuel pump and new brakes with good condition tiress. Let me know what you mechanical wizards think.

dont buy it seriously, my sis has a neon of about the same age, and me and my dad seem to be always fixing shit on it. Its a pos. I get a call every other day it seems like to come look at it because its pissing fluid or some shit. Unless its a hell of a good deal.

It needs to start and drive one mile back and forth to msum. It needs to get decent gas mileage and look "cute". She is currently driving a minivan. This car needs to last until my truck is paid off so about 1 year.
Price range is 1500 -

There was a decent 1990 Civic EX Sedan that just sold on Fargo craigslist for $700 (after removing the fast and furious decals and rear spoiler...interior was minty fresh).
Just have to keep an eye out, there are wicked deals out there if ya look

That neon sounds liek a pile bud. Dont waste your time. Find a decent honda for 1500 and youll be set. Their everywhere

Joel, clusters are very common to go out in those fuckers. Also very notorious for leaky head gaskets. Not internally as in blow out but externally leaking oil and coolant out of the rear of the head. With those engines, its not if it happens, but when. They are notorious for other electrical issues as well. Steer clear of this one.
