I was reading a local message forum, and somebody on there mentioned that they practiced Tae Kwon Do, and had to "register their hands and feet as weapons at the Fargo Police Department" before they received their black belt. I thought this was humorous at first, but my curiosity got the best of me. Does this really happen?

I have practiced and taught Tae Kwon Do since the age of 5, I had to register my hands and feet as weapons at the Fargo Police Department. There have been times when I have been tempted to take justice into my own hands, but you have to take a step back and think, "Do I want to go to the level that this scum did?" My answer is no. I just don't want you getting hurt, or hurting yourself in the long run (IE: Criminal charges), I feel for you and your friend, but hopefully the FPD will do their work and catch this scum.
