Well. I know if my memory serves me correctly; rumors have spreaded or been heard that Brainerd's dragstrip has been for sale for some many year's; or.. is just rumored..
I actually don't think that it may sell any time soon; I actually think we may be able to see a few more seasons out of this.. Or we all can hope... I don't see Moorhead expanding so much East, as compred to South.. Same w/ Fargo; they are expanding more West and South..

Every racer signs a waver as is, so how do you figure they dont need to run insurance? Who's gonna pay for damage to the track, buildings, equipment, etc?

the metropolitan area should buy it out (fargo w.fargo moorehead, dillworth) even if they come close to breaking even and do races say every week, start making people sign wavers of liablity so they don't need to run insurance
All of the racers sign waivers, but there's only so far waivers will go IMO. On top of that you have all the spectators you have to be prepared for. There is no way you'll get everyone though the gates to sign a waiver (you'd be at the gates for hours upon hours). You have to be prepared for someone falling down the stairs at the seating or twisting an ankle in a hole in the pits. On top of this all, I think it may be required by their sanctioning body.

As for the cities buying it.. no way. I'd be willing to bet the city of Moorhead would rather it be gone due to the noise.

it's going to help keep street racing down
            Doubt it. Honestly, I do.

of course an ambulance is still going to have to be hired and safty safary but i know i'd volenteer to do that if someone would pay for my training and i'm willing to bet there are more like me that would volenteer to do that also
Just so you are aware of what you're volunteering for here. The track must staff an EMT-B level medic. EMT-B certification requires 120 hours of classroom (usually 3.5 months - equivalent to a 300 level semester long 4 credit college class) followed with a fairly difficult National Level written and practical exam.

I doubt you'll find people to volunteer every weekend to sit on the sidelines for 8-12 hours, especially when it gets hot out.

Brainerd Raceway has been for sale for a while, however it was over the last year that it's become highly publicised. Brainerd will very likely get sold as property and not a racetrack when that time comes, however I do know that they plan on racing for a while yet as they've announced that a deal was signed with the NHRA to run the lucas oil nationals for the next 5 years. It's hard to say if the road course portion will stay functioning as they lost the AMA races last year (due to the talk of selling) and I"m unsure if they'll sign back up. Outside of AMA there really isn't much taking place (outside of smaller club days).

I'm figuring the expesive portion of the insurance is liabiltiy insurance they'd still have to cover the property portions

the liablity waver of each driver/owner would just be saying if something happens to my car or me i won't sue type deal

              duhhhhhh.....

good point didn't think of that part but I bet they could get cheaper insurance by not covering the racers liablity portion that has to be the biggest part of insurance cost

the way it keeps street racing down is if the track is open like every night...i know when ive watched programs on tv about that the track is almost always available...

What happens if someones car or thmselves gets inuured becausre something @ the track like for say the bleachers broke and 20 spectators fell. Or say the timing board fell and you smashed your car into it @ the end of the track @ 130mph. Not saying these things would happen but there is always the chance of something stupid to happen. And if for say it did w/ no insurance they'd be losing the whole place in a hurry.

they have to have at least 1 EMT-B.

I'm not sure if their ambulance is running off of MNEMSRB or NHRA/IHRA (whatever their sanctioning body is) regulations, but there may also be additional requirements for personelle.

As for the rest of the track crew... I'm usure what their training requirements are (could be CPR, could be First-Aid, could be nothing.... or it could be FFI/II)

Larger cities. Hell, I think a track around here would have a hard time surviving weekly races. The racing population just isn't available every week.
