I saw two college age kids driving in and out of traffic,speeding,and tailgating other cars. This was by NDSU around 4:30pm across from the turf.

i can't say for sure, but I wouldn't rule out the idea that it was just acouple college kids having fun with a shitty car. it happens, prolly why there tend to be alot of cops on that stretch of road. or why when I went to wahp the cops were always out in force at the beginning of any break.
