Black Durango

I guess i have seen it a couple off times. its a completely blacked out durango with MN plates. but it happens to have blue and red led strips up the back window on both sides and accross the top off the rear window and the back windows on the sides. across the top off the front windshield and in the grill. there only time you can even see them is when there on or you are really close.
just wondering if this is a very good unmarked police vehicle or one off those wacky EVAC guys.
