"flat" red turbocharged civic

Around 7:45 this morning I saw a flat red (could be painted like that, could be horribly faded clear) 92-95 civic coupe with 16 or 17 inch silver rims turn off of 13th by stop-n-go and red lobster, after he turned he blew off a little. Any idea?
