Clown driving 4 door Civic

Today I saw a clown driving a 2006 sedan, light blue in color. Yes I'm taking about a honk, honk, big hair, red nose, and rainbow wigged man driving this car.

I'm still in aftershock... fucking hate clowns.

Anyone know this clown?
