Dude, don't take the car to the other guy's house. Fuck your neighbors. 😄

Seriously though, try putting a black tarp over it or something.

9-8-3: MOTOR VEHICLES AND RECREATIONAL VEHICLES:

                    A.Motor Vehicles:

                    1. Off Street Parking: Off street parking of motor vehicles, including passenger automobiles, vans and pickup trucks, must be on a paved surface, consisting of either asphalt or concrete, unless the vehicle is being washed. Parking on gravel surfacing shall be allowed only in industrial zoned property upon parking areas of less than five (5) spaces, as regulated under subsection 10-20-4G7 of this code.

                    2. Boulevards: The boulevard portion of the street right of way may not be used for parking unless approved by the city council pursuant to subsection 8-1-3C of this code.

                    3. Parking Of Commercial Vehicles: It is unlawful for any person owning, driving or in charge of any bus, truck, semitractor, semitrailer, commercial vehicle, industrial or agricultural truck or equipment to cause or permit the same to be parked or stand on, in front of, or beside any property for more than one hour, except in a garage or other enclosed building, in any residential district, except for the purpose of loading or unloading, or for the purpose of engaging in authorized construction, delivery or repair services, and then only while actually engaged in such work or service. Provided, except for semitractors, semitrailers, dump trucks, garbage trucks, cement trucks, gravel trucks, septic tank trucks, tar trucks, buses and commercial, industrial, or agricultural equipment, commercial vehicles are permitted to park on a driveway in a residential district. For the purposes of this section, the following definitions shall apply:

BUS: A vehicle designed for carrying more than ten (10) passengers and used for transporting persons, and every motor vehicle, other than a taxicab, designed and used for transporting persons for compensation. The term "bus" does not include a vehicle designed for carrying more than ten (10) passengers but not more than fourteen (14) passengers, and operated for the personal or family use of the owner or operator.

COMMERCIAL, INDUSTRIAL OR AGRICULTURAL EQUIPMENT: All nonlicensed off road commercial, industrial, or agricultural equipment such as tractors, payloaders, front end loaders, and related equipment, other than such equipment that is designed primarily for residential use and is used primarily at the residence in which it is parked, such as garden tractors, lawn mowers and related equipment.

TRUCK, COMMERCIAL VEHICLE, INDUSTRIAL TRUCK OR AGRICULTURAL TRUCK: Dump trucks, garbage trucks, cement trucks, gravel trucks, septic tank trucks, tar trucks, and licensed road vehicles having a registered gross weight in excess of eleven thousand (11,000) pounds.

The city may remove or cause to be removed any vehicle or equipment in violation of this section.

                    1. Junk Vehicles:

                    a. On Streets: No person shall leave any partially dismantled, nonoperating, wrecked or junked vehicle on any street or highway within the city.

                    b. On Lots: No person in charge or control of any property within the city, whether as owner, tenants, occupant, lessee or otherwise, shall allow any partially dismantled, nonoperating, wrecked, junked, abandoned or noncurrently licensed vehicle to remain on such property longer than ninety six (96) hours; except that this section shall not apply with regard to a vehicle in an enclosed building, a vehicle on the premises of a business enterprise operated in a lawful place and manner, when necessary to the operation of such business enterprise; or a vehicle in an appropriate storage place or depository maintained in a lawful place and manner by the city. (Ord. 2004-27, 10-18-2004)

                    c. On Driveways: No person in charge or in control of any property within the city, whether as owner, tenant or occupant, lessee, or otherwise, shall allow any vehicle which lacks an engine, one or more wheels, or other part rendering said motor vehicle inoperable, or which is noncurrently licensed, to remain on such property's driveway longer than ninety six (96) hours. (Ord. 2005-31, 12-5-2005)

                    1. Storage Of Vehicles: No motor vehicle requiring a license, whether licensed or not, may be stored in any residential district. Stored, for purposes of this section, shall mean the keeping of a motor vehicle without moving the motor vehicle for a period greater than ninety six (96) hours. This section shall not apply to any motor vehicle in an enclosed building or parked on a driveway. As an exception to this section, one licensed recreational vehicle may be stored on a residential lot without being moved for a period not to exceed eight (8) months.

                    B.Recreational Vehicles:

                    1. Recreational vehicles or equipment; utility trailers or equipment; and/or off road vehicles located in a front yard or street side yard must be parked on a paved surface, consisting of either asphalt or concrete. Recreational vehicles or equipment; utility trailers or equipment; and/or off road vehicles located in a rear yard or interior side yard may be kept on an unpaved surface.

                    2. Unless entirely enclosed within a building, no more than two (2) recreational vehicles or equipment; utility trailers or equipment; and off road vehicles may be stored on a property at the same time. If more than one vehicle or equipment is stored on a trailer, each vehicle or equipment shall be counted separately, but not the trailer. Provided that a recreational vehicle or equipment, including an off road vehicle, may be stored outside for a period not to exceed eight (8) consecutive months.

                    3. For the purposes of this section, motor homes, converted buses, or converted vans must be parked on a paved surface of either asphalt or concrete. (Ord. 2004-27, 10-18-2004)

I thought about the white tarp idea...here is the law on it

5-2-11: PROHIBITION ON PARKING IN FRONT AND SIDE YARDS:

No person shall park in a front or side yard in a residential zoning district except on a paved surface and in accordance with the zoning regulations of the city of Moorhead contained in title 10 of this code. (Ord. 2000-3, 4-3-2000)

So we'd have to lay a cement slab down and make sure it was within zoning regulations, which are pretty strict for our neighborhood (we can't put up a storage shed).

The thing is i'm fairly certain it's none of my directly close neighbors, the first 2 into the development (we're 3rd in, 2nd house built there) are totally cool with it and don't care, the 4th would talk to us before he'd call us in I think, and the 5th doesn't care about much of anything besides beer I don't think. So it'd have to be someone living further back in Westmoor.

                              It says
Warning: you are in violation of a parking regulation as listed below "yard parking"
                              Explanation of ordinance 723
The first three items, no parking 8-4pm, no parking 1-7am, and no parking 2-7am, are violations of Ordiance No. 723. In summarizing this ordinance it says in effect: that for a period of time once each week (usually 8 hours) you will not be permitted to park in front of your residence or other places as so designated by the ordinance. This ordinance was passed to allow for better street cleaning, snow removal, street repair, utility repair, and other purposes. Please adhere to it or you may recieve parking citations and may have your vehicle impounded.

Oh yeah my car parked there is SOOO in the way of snow removal on the street. Dumb wannabe cop. Now I still realize it's illegal, but at least give me the proper Ordinance information.

your not guilty if the ordinance is incorrect. on a side note, there was a guy in my parents block that had six cars parked horizontally in his driveway for about four years before the police did anything about it.

                                  1. Storage Of Vehicles: No motor vehicle requiring a license, whether licensed or not, may be stored in any residential district. call it a recreational vehicle... i mean it is for off road use only right 🙂

Getcher green hat, we are goin fishin.

Just because the officer did not cite the correct ordinance does not mean that he is not in the wrong. Yeah it sucks that you have to move the car, but shit happens.

Can you just move the vehicle from one side of the driveway to the other periodically? You say it won't move to well on this ice, yet, so far this winter has been pretty generous to us and we haven't been hit hard. So just keep the ice off the driveway and move it around. If it's not in the same place all the time than they can't complain, right? Or they would be in the wrong.. And in the end, they couldn't do anything about it and you save w/o having to pay storage fees.
