You might have a case for harrasment because of the series of unwanted calls, but we all know that it'll never get prosecuted....ergo....no jail time for anyone.
I would try contacting the ND Better Business Bureau (701) 271-2855. They can be pretty persuasive when they wanna be and, chances are, they've received calls on these guys already.
