California: Police Raid Car Enthusiast Gathering, Generate Revenue
Police raid Riverside, California parking lot to issue modified car tickets at local car enthusiast gathering.Nine police agencies in Riverside, California sent more than one hundred police officers to surround a gathering of automotive enthusiasts. Owners of imported sport compact cars had gathered at the Canyon Crossing shopping center on Friday night to swap stories, talk about their passion for cars and show off the latest enhancements to their rides. At around 11pm police surprised participants by blocking all exits with fifty police cruisers. Officers then began a warrantless search and interrogation operation of the 150 vehicles that were present.
"If you're not into street racing, why would you need that?" Riverside Police Traffic Sergeant Skip Showalter asked an enthusiast during a similar crackdown last year. "Why would you want more power going to your car?"
Police issued a total of forty-eight tickets for "engine modifications" with police accusing the owners of the parked vehicles of being street racers. Another fifty tickets were issued for paperwork violations, dark window tinting and lack of a front license plate. The most revenue, however, will be generated from the fees imposed on twenty vehicles that were confiscated. Despite labeling the parking lot raid as taking place at a "street racing venue," Riverside Police offered no evidence that any street racing actually took place.
Across the state, gas tax funds are regularly used to fund similar crackdowns that generate big revenue. In 2004, the California Highway Patrol issued a total of 101,553 "modified car" citations worth $10.5 million according to CHP data obtained by TheNewspaper.
In 2005, the California Office of Traffic Safety handed Riverside Police $400,000 in state and federal gas tax revenue for the "establishment of a regional task force to conduct enforcement operations targeting street racing, modified vehicles and speed contests," according to the Riverside Police Department's June 2007 Chief's Report. The department received another $503,268 grant for selective enforcement efforts in 2008. The other agencies that participated in the raid include the California Highway Patrol, Riverside County Sheriff's Department, and police from Baldwin Park, Fontana, Irwindale, Moreno Valley, Ontario and Mount San Jacinto Community College.

That doesnt make sense. There are still race tracks where engine modifaction is obviously legal. It seems they dont have any viable proof that these car enthusiasts were in fact street racers. Judging by this article alone, that seems to be the biggest red flag to me.

feh, it's sucks but it's very simple. in california most mods are illegal due to emissions policies. everything needs to be california exempt or certified for the car to still be considered street legal with modifications. if you are driving in public (off the track) a car that is registered in california and has non exempt or certified mods, and thus is no longer a street legal vehicle, you are breaking the law. I'm sure the law benefits somebody or something otherwise the people that we the public trust to handle these kinds of things wouldn't have passed it into effect, would they? WOULD THEY?? I mean, the fact that the state is making a killing off of it is just an added perk right?

All that manpower and time used to set up the operation could have been used to catch the "REAL" criminals. Heaven forbid they should go after the child molesters, rapists, murderers, or drug dealers. What's next, speeding tickets at the local drag strip? Unfucking believable. They probably used F&F as reference material.

wow Cali is so gay. lets organize a huge car raid other then setting up one for a big drug bust or something worse then a big group of people showing off their hobby. its ok 98% of Cali has cancer anyway. its just a waiting game now

As for the "If you're not into street racing, why would you need that?" Quote... Like another poster stated, they can still make use of them on a local dragstrip or racetrack. I wonder how they determine the following 1) Modification(s) 2) Whether they meet the standards for emission or not 3) If it is approve or unapproved.. (I don't think they could make a driver take apart his car to prove that it is stamped/marked approved. )
What if you drive down their from ND/MN to Cali. in your own car? Does these laws still apply?
California is really strict on a lot of numerous rules.. Street-racing in particular. The high-priced fines of being a spectator of street-racing. Losing your car by confiscation and having it crushed, etc.
California so gay... Sooner or later an earthquake will happen and Cali will become a big island next to Hawaii. We can call it "Calaii" LOL -

Also asked why they aren't arresting Ferrari owners and crushing/impounding their vehicles, since "they don't need" all that power.
I then pointed out legit reasons to have such parts on your car....including: Because I can; Because I have disposable income; Because girls like to see that kind of stuff; Because I compete in car shows; etc....

Even if a CARB approved part is on the car, it still has to be installed by a CARB approved installer. You also pretty much need to carry proof of all this, and still will end up going to court over it.
This is a reason why you can buy some sick modded cars in cali for dirt cheap.

I wonder if they will respond, and if they do, what they will say.
But in reference to Ferrari owners, I'm sure they leave their vehicles the way they came off from the dealership/manufacturers. However, do they push the limits of meeting the standards? I bet.. Some probably fail, however, anyone who has a Ferrari, do you think California would crush the car? Probably not.. $$$ is power.

Cali can fall into the pacific for all I care. I don't feel sorry for the people with illegal mods, or stolen parts at all. Some were confiscated so obviously there was a reason for the cops to be there. The quote about needing or wanting more power is ridiculous, like Chuck said why would anyone with a GT-500 need 500 horsepower, unless they were into street racing right!?

That why I live here, duh. I understand that not every car would have the vin tagged on all the major components, but if thats an issue I'm pretty sure I'd save all my fucking receipts in case shit like this happens. In which case the owner gets his car back and owes nothing after a little time in front of the judge, which isnt always a bad thing.
