it very clearly is a modification to the car since it is not stock. It is not necessary and doesn't do anything useful, but it is still a mod.

you are an idiot. Mod is short for modification, which means to change from original. It doesn't mean, to change to give better performance. So is a custom paint job not a mod?

So yes, a metro engine in a Honda would be a mod.
