I regularly get offers for low rate credit cards, so it seems to me that all you REALLY need is a clear record of paying your bills on time and a decent debt-income ratio to receive these rates. The only reason I have my 7.99% card is because it is the only card I could find that had low rates AND had frequent flier miles at no annual cost.
FWIW Will, I see my fair share of FICO scores and credit reports and am forced to talk about interest rates with customers...you are right, there are some people out there who pay exceptionally high rates (some w/o even realizing they are doing so) but MOST put themselves into that position....

I use to think that too, until I got working in depth where I work. You would think paying your bill on time and your scores are what determines your APR...wrong. There are many variables that go into the accounts. It's really very surprising what all information I see on accounts, most of it being so skew I ask myself; "Why is this on here."
