The B5 A4 is still the best looking A4, and although I don't especially like red, they are great cars. They are an amazing deal.. the early A4s are probably one of the best buys in terms of how much car you get for only a few grand.
This has the code AFC 12 valve V6.. 150hp and no power mods to speak of on this car. But these cars can definitley use better brakes, and you'll want to get a 2nd set of rims [5x112 pattern] and some snow tires.
Getting some coils would let you run a bit of drop in the summer and then jack it up to 4x4 height in the winter for good ground clearance.
Ground clearance is the limiting factor for these cars in winter.. with quattro and snow tires they are monsters.
www.ecstuning.com is going to be your best friend for parts.. both maintenance and aftermarket stuff.

ECS tuning has the correct euro xenon lights with clear corners. They look much better than the lights on your car currently, but are spendy.
Depo also makes cheaper lights that at least look more euro-correct.
For me the goal is to have the best possible lighting... even a knock-off setup that has the currect european housing and beam pattern is an upgrade over 14 year old US spec lights.
Looks like the rockers have alreayd been painted, but maybe need a touchup? Hood shouldn't be hard to come by either.. you can do an RS4 or Kamei grille at that time.

A friend just sold his 96 A4 quattro manual for $1500. Had a cracked bumper and the A/C didn't work. Car was in good shape otherwise -- I did a bunch of the work on it myself.
I'd expect to find them under $3k in good supply.
Don't get one that is automatic, and don't get one that is FWD instead of quattro.
