When it comes to painting the hood of a car or rims is it best to use a gloss paint or a matte paint then put clear coat on?

All basecoat is flat. If you want a matte finish use a flattening agent in the clear. Im not sure what you are going for but if you want a satin finish its easier to just use a single stage like Hot Rod Flats. If you want gloss go with a good base clear system.
