Boost question

So my turbo at full boost is about 4psi, Normal operating boost is at about 8 or 9psi. Does anyone have a manual boost controller and is pretty handy with it and could help me within the next couple days? All vac lines are hooked up on it and its operating as it should, so it cant be in "limp mode", just low boost (could have been from when it was rebuilt) and id like it to be up more. As far as I know and what I could tell, my boost gauge is working normally.
either a person or a recomended shop even?

Means that a stock Z31 turbo is normally around 8-9psi and is normally what everyone runs, Im only curious as to why mine is at 4. I will probably just end up getting a controller and bringing it up to where I want it. I was just wondering if there was something I hadnt checked yet. No boost solonoid on this car...so perhaps it is in its own way "unhappy" and I am just going to manually bring it up anyway.

I'd assume wastegate is 8psi...if it's not building that much, you probably have a massive leak you can't see(pressure test the system, don't just do a visual test!!!!!!!!!!!!!!!!!!!!!!!!!!!), or your turbo is fucked.

4psi is stock according to here. sounds like wastegate pressure is up to 5psi
