            when i got a ticket for mine, i put the silencer on it which quieted it a little bit and brought it to the police station the cop there said any muffler causing any loud, unncessary noises are illegal and the only way to make it legal was to go back to stock. then again, i asked 4 different cops and 2 said "i dont know" so its stupid their even handing out tickets for it when nobody seems to know the whole deal.

                            Mine would never pass that and I have never been pulled over for my exhaust.

                              i havent been pulled over for anything but speeding, cops in Fargo are assholes tho. i had one point at me for my under glow, because it was the legal color of blue. all the cops need to go back to training and learn all the laws, its sad when the public knows the laws better than the people that are supposed to be enforcing them.

                                My understanding is that blue is an illegal color to use: on your street glow, and on your LED's

                                  I thought Blue, Amber and Red were all illegal as they are emergency colors. Maybe I'm wrong.

                                    Pretty damn sure those are illegal. Actually I didn't used to understand this, but it is disconcerning to look in your rear mirror and see blue flashing lights coming up on you...

                                      i used to have green ones and i had to take them off. green and red are the only illegal colors. i asked about blue and thats alright but i never got them

                                          I have a few questions regarding some of our laws. I have a little import car that is all done up and I was wondering about a few things before I do them. First, Underbody neon lights, are they legal and what rules is there on them alone with interior neon lights. Second, tuner mufflers, is there a problem witht eh tuner mufflers, willl I get pulled over if I put one on with a huge exhaust tip. Third, What is it with stereo systems, how loud can thay be and how much bass, also I have a deck with a fold out screen, is it legal to drive with the screen on or a movie playing on it. Fourth, IS there a law against ride hight, how high, how low? Fifth, I see you have a seat belt law now that is very harsh but I understand your point of view. I have a old FOrd truck that did not come with seat belts from the factory, does this mean I have to install them in it. I have had the truck for 6 years now but nothing was never said about the belts, but since the law is in affect do I have to have them. Sixth, last question, my truck also has no reatr bumper and has corvette tail lights molded into the area where the bumper is and the old lights were taken out, is the tail lights legat there so low to the ground. Thanks and I think you do a great job of keeping our fine city in line.

                                          Thanks for the vote of confidence in keeping Fargo a safe community. You have posed some challenging questions and I’ll do my best to answer all of them! Keep in mind that my answers are general in nature. With the large amount of “after-market” equipment available, you should probably have your vehicle checked before driving it on the street if you have added equipment to it. You might also want to check with the ND Department of Transportation in Bismarck about standards that vehicle equipment must meet to be legal and safe. In regard to neon lights, Fargo ordinance (8-0917) and state law (NDCC 39-21-26) both state that a vehicle can’t have a red or green light visible from directly in front. If the neon lights are recessed and are not red or green, your car may be okay. Title 39-21 of the North Dakota Century Code has 30 different statutes relating to lighting of vehicles, which you may want to read as well. The muffler on any motor vehicle must be in good working condition and must prevent excessive or unusual noise and annoying smoke. It must not have a cut-out, bypass, or similar device. It must also prevent the escape of excessive fumes or smoke (NDCC 39-21-37). Fargo ordinance also requires that the exhaust system not emit or produce a sharp, popping or cracking sound, nor shall it emit or produce loud or explosive noises (8-0908). How loud a stereo can be played may depend upon the circumstances. If you are in Fargo’s downtown business district and the stereo can be heard from 10 feet away, it is in violation (11-0203). Other than that, if your stereo is played loud enough to annoy someone else, they may call us and we would have to check it out. Consideration for others is the key as to how loud is too loud. As to a fold out screen, while it may not be illegal, if it distracts you so that you cannot drive safely, it’s probably not a good idea. Driving is a full time job and requires your undivided attention. When you ask how high a vehicle can ride, again that is very difficult to give a definitive answer without further information. Fargo ordinance 8-0928 deals with the modification of a vehicle’s suspension and steering mechanism. Title 39-21-45.1 also deals with modification of a motor vehicle. In part it says that the maximum body height from the ground to the floor is 42”, and bumpers must not be more than 27” from the ground. Any modification to a vehicle suspension should be professionally installed, or at least inspected, to ensure it is safe and legal. A vehicle must have a front and a rear bumper (39-21-45) and taillights cannot be lower than 15” from the ground (39-21-04). If your truck was made before Jan. 1, 1968, it does not have to have seat belts. Don’t you think it would be a good investment though, to have seat belts installed? It is well documented that seat belts save lives and reduce injuries in accidents. Also, if you carry young children in your truck, you would have to have an approved child safety seat, which is designed to be held in place by a seat belt.
