Iraq Oil Threatened by Instability, Russians Reaping the Rewards?

11 Apr 2006 at 11:59 AM EDTAMSTERDAM (ResourceInvestor.com) -- Even though Iraqi officials have become increasingly optimistic about crude oil production increases for the coming year, main stream analysis shows that one of OPEC’s largest oil producers is still not able to recover from the effects of the removal of Saddam Hussein, ongoing instability and terrorism and a totally destroyed up and downstream sector.
According to the Iraqi Ministry of Oil, Iraq will be able to increase its current fledgling crude oil export capacity to 2.8 million barrels per day (bpd) very soon. The latter is remarkable taking into account that total crude oil production of the country is currently around 2.6 million barrels per day, based largely on the southern fields’ production.
Within the last weeks, officials have stated that Iraq’s southern oil export facilities have been constrained by severe weather, resulting in long lines of tankers waiting to berth. Analysts don’t expect that Iraq will be able to substantially increase the production of its southern oilfields (1.5 million bpd) to the targeted level of 1.8 million bpd. Iraq’s oil sector is in shambles because of vandalism and outright terrorism during the last three years.
Iraq’s plans to increase production in the north (Kurdistan) or in cooperation with Syria should also be taken with a grain of salt. The centralised Shi’ite government in Baghdad has no real say in Kurdistan anymore. The independent Kurdish region has established its own legal and political framework, largely independent from control by the Baghdad government. The latter has become clear after a Kurdish official signed exploration agreements with several international operators, such as Norwegian independent DNO, who has already been successful in its search for crude oil reserves, as reported this week.
More international operators are expected to set up shop in Kirkuk and surrounding regions the next months. In total, Iraq needs around $35 billion to revamp its oil and gas operations. FDI however will not flow into the country as long as instability rules.
The only possible solution for the Iraqi government to speed up its production capacity will be to partly return to the Saddam era. Russian operators have been largely thrown out of the total constellation since the removal of the former dictator. Pressured by a lack of investments, Baghdad could opt to renegotiate already existing E&P contracts with the Russian.
LukOil [LSE:LKOR], one of the main contenders, still holding the rights on the Qurna field, Iraq’s hottest project, could become the unexpected winner soon. If the latter Russian-Iraqi deals proceed, Iraq’s production could still see an upsurge, leaving western operators behind.
Conclusion
As long as the Iraqi government is internally divided, largely based on ethnic and religious parameters, no real revamp and expansion of the oil and gas sectors should be expected.
Even in the last few days, a new political crisis has emerged within the government, as proposed Prime Minister Al Jaafari has been asked by main parties to revoke his position. The PM however has refused, stating that he has been elected democratically. However, opposition parties and the Western Coalition have urged him to step down, having been elected with the support of several extremist Shi’ite groups, such as the party of Muqtada al Sadr, one of the fiercest opponents of the U.S.
Western operators will not take the chance to become part of the current strive; investments elsewhere are interesting enough to put Iraq on ice for the short term. The latter will mean that the global market will have to wait a long time before the anticipated 2.5-4 million bpd Iraq, which the country is slated to be able to produce, becomes a relief to current demand and supply constraints.
Investors should understand, Iraqi oil is not yet a possibility to bring oil prices down.

But think about this, have any of you seen the cartoons made for promoting violence? They were made by Iranians to encourage Palestinian children to become more militant, ie, becoming suicide bombers, etc. Sends an awful message in a method that childen understand.

Well as a Marine let me comment, yes I think anyone who is dumb enough to throw rocks at someone who is armed is a idiot. I am all for the making examples out of people theory. If you were to start shooting when they start throwing it would put em in check. The problem is the U.S. is such a touchy feely nation that the reason we "lose" wars is not because we cannot win them. Its because they expect us to follow a set of rules while the enemy has to follow none. So for our revenge when we were in Kosovo, which is basically the same thing as Bosnia we threw ham and pork MREs to those bastards. Then watched them eat it. We did not force em to eat it or anything. They would beg for food and thats what we would throw em. In there religion eating any split hooved animal is like a sin or somthing. It just goes to show though, hungry people throw their religion out the window and eat whats ever in reach. Anyway I say f*ck all these counrtys. They all want our $$ and our help and a free ticket into the U.S. Even though they hate us they will come here in the drop of a hat. The U.S. was never just handed what it has, it took the lives of many fighting for this way of life. If these refugees were not cowards they would stay in their homeland and fight to make their own country the way they want it.

edit: i think i came off the wrong way on that. i am not saying kill them for throwing rocks at us. but if they are killing us at whatever age, they deserve to be killed as well. nuke the country is where i am at now. no point in losing anymore soldiers lives, for a war we will never win. -
Nukeing them would be a bad idea because then there allies in return would nuke us then that would just start another huge war. But i say if the kids are throwing rocks and shit at soldiers what happens when they get there hands on a gun, im sure they would start shooting people then. imo, if i was there and i felt that my life was threatened by some punk kid, I would blow his ass away..... thats my .02

You know, I bet they never even thought that the British would do any thing of that sort.. Boy I bet they were surprised, it's a set example for them to learn from, even though it is harmful force, but.. Why lose Allie soldiers over anything stupid where precautions could of been taken.

Ok one last rant, I am glad to see most feel like I do. Anyway as far as their allies they aint sht either when it comes right down to it. Plus I think their allies would say fck that noise if we cooked their ass. I think these countrys should just count their bessings that we are the "Super Power". I mean if some of these countrys had our military power they would just try and take over the world. As far as their allies they are a bunch of broke ass mofo's for the most part. Even china with its quadrillion people dont have a way to effectivley transport em anywhere. So unless we go to China we really dont have to worry about em. We have Britain, and Isreal for allies and with that said we aint go sh*t to really worry about. As far as the whole oil argument, well we have food. I believe the U.S. produces like 80% or somthing of the worlds food. We pretty much give food away along with medicine and other stuff to these ass wipes. Starve em out and let em die from hunger and disease if nothing else. We realistically dont even have to fire one bullet to put most of these idiots in the hurt bag.
