Even if your Mom's having a heart attack or he was bringing her to a clinic (which he wasn't), it doesn't give you the right to endanger other peoples lives. Furthermore, if the weather conditions were shitty, theres absolutely no reason to be driving fast, let alone almost clipping the bumper of another car.

this happened before it snowed and before that it hadnt snowed in like a month the roads were not icy at all. And that guy who wants to race come to sabin sometime and u can race me iv got this slow car its an mr with 420 hourse so good luck with that

Again, I don't drive a Civic. I drive a highly modded WRX.

Let me explain again. If the OP's car would have been hit at 30mph over the limit a couple of bad things could have happened.

1. His little girl (who is only 1 week old) could have suffered some VERY severe trauma to her neck, his wifes stitches could have torn causing severe pain and bleeding, etc...

2. If that was the case, there wouldn't have been 2 of them most likely and he would have been able to explain it to the cop.
