The cops are there the whole time. People do burnouts and get arrested, but they don't make everyone leave b/c of one idiot. However, at around 11PM, they will start putting boots on cars and start towing.

This is smack dab in the middle of downtown Atlanta, right off I-75. There's a lot of good cityscape.
