Basically to get a car legalized that doesnt have a title you are going to have to do a couple things. First the DMV will tell you to track down the origional owner and see if you can get the title from them. Being the car is from japan that wont happen. So your going to have to go to the DMV with the bill of sale. Then they will have to make up a new VIN for the car, and a new title. This doesnt come cheap and its very time consuming. After thats all done the car will be registered with the DMV have a legal U.S. VIN # and Title. Then you will be able to liscence and register the car.
Now if you can find an un-legalized one in the states and get it to ND your going to save yourself a bundle in legalization being ND doesnt have emissions laws. Thats where a large amount of money is spent legalizing imported cars through importers on the west and east coasts. They have to legalize them before they leave the port so they go through emissions laws and a bunch of shit has to be changed on the cars.
The chances that he will actually be able to legalize a skyline in ND are slim to nil... id have him talk to the DMV and see if their able to legalize a japanese car without a U.S. VIN or title.

If he wants to buy a skyline that did NOT come from Motorex, he will NOT be able to get a VIN and title from the DMV without Motorex legalizing it. Period, end of story.
Legalized Skylines are anywhere from $45k - $100K. The more common one is the R33 (easier to legalize). My friend has 3 of them for sale, all legalized and legit. They're all located in Seattle, at his house.

Motorex is basically out of business, they own the intellectual rights to converting a car (DOT and EPA) and its not possible to "reverse engineer" one to find out all the pieces that need to change. A couple times a month there's someone on the various skyline boards claiming to have the "in" and the backdoor, but no one has come through.
Sean Morris (tyndago on the boards) use to work at Motorex, and is the most outspoken person on the topic. From what I've gathered he's been trying for 2 years to get RBMotoring up on their own legs, but they're still not there. In the meantime VIPImports has 3 of them, starting at the mid-$40's I believe.
Some talk about getting it under a "show car" permit which has virtually no miles a year you can drive it. But if you get caught, you're screwed. If I were going to break the law to make it happen, I would just buy a totalled Nissan of some kind and start swapping VIN numbers...
At the end of the day, about all a person can legally do is go out and buy one.
