If he wants to buy a skyline that did NOT come from Motorex, he will NOT be able to get a VIN and title from the DMV without Motorex legalizing it. Period, end of story.
Legalized Skylines are anywhere from $45k - $100K. The more common one is the R33 (easier to legalize). My friend has 3 of them for sale, all legalized and legit. They're all located in Seattle, at his house.

Some talk about getting it under a "show car" permit which has virtually no miles a year you can drive it. But if you get caught, you're screwed. If I were going to break the law to make it happen, I would just buy a totalled Nissan of some kind and start swapping VIN numbers...
At the end of the day, about all a person can legally do is go out and buy one.
It really sucks

There is many things you have to do to get a skyline legal in the us. Above and beyond paying the importation fees you have to get the immisions all redone. Here is some interesting info to get your read on ...
