There are like 8 ladders built into the side of the mall you can use to climb it.
there is an employee hallway that all of the food court people use to get into work. in between the candy shop and rising bread co. a bunch of ladders in there that you can get on top of the mall.

You could also use this hallway as a sneek attack and hit him from behind. I have a bunch of pretzelmaker uniforms you can use.

Wow...Water Cup wars...This has gotten way out of hand, even tho it would be funny to find out where each one works and just rain water cups down on them.
