Any bypass valve that vents into the atmosphere will be loud. Most stock bypass valves vent back into the intake manifold and makes a kind of whoosing noise rather than the bus-like psst you get from the atmospheric BOV's. The purpose of a bypass valve is not to increase horsepower, but to save the life of a turbo. Keep in mind that if you vent into the atmosphere instead of back into the intake manifold you might encounter idling problems.

Quick question about aftermarket BOV's for you WRX owners out there...when your's vents, does it sound like it is mounted under the dash? I swear mine sounds like it's right behind the speedometer.
