I suck at the internet!! HELP!

IF you read this please open this link (http://www.mheso.state.mn.us/hesod/NDReciprocity/apply1.cfm) for me. It will only take a second of your time. Every time I try to open the link I get a blank page and I need to file for reciprocity so my tuition will get knocked down by $1,700 and I can finish my car.

Damnit, the mail-in app takes up to 6 weeks while the online app takes a couple days. I'm assuming the site doesn't work because EVERY student in minnesota and north dakota that is going to school in the other state is filling that form out at this exact moment. Thanks anyway, I'll keep trying.

yep works now. early morning/overnight it works but from late afternoon to midnightish it sucks.
