Just bought this car for dirt cheap, and right price for the problems I knew ahead of time. Lifters are shot, previous owner said the car WANTS to turn over without hesitation. We personally haven't tried turning it over, I had a buddy of mine look at it and he said he would get a look inside the engine but just doesn't have the time since he's backed up with customers vehicles. Not a problem. Just lookin for some insight from others personal experience with lifters. I can say I've never had a problem with bad lifters, so this is new to me. I'm aware that they do TICK or PENCIL TAP when they are needing to be replaced. I would like to be pointed in the right direction where I can get some good deals for internals or just a full engine swap. It is NON turbo!
Plans:
Stripping out everything and building from the ground up, inside and out.
Tranny is an automatic, thinking about going towards a 5speed manual...This is the fiance's car and she is just leaving me with the engine situation(s). I do however, want to keep the same engine because it only has 140k. If it's impossible to keep the same engine without any future problems then I guess I have to go with the swap.
Any ideas or help is greatly appreciated.

If you spend 40 hours per week doing your job you will be rewarded more greatly than you ever have in your life. If you spend 20 hours a week doing your job you will get a part time wage. Been trying to get a Cervinis Stalker bumper painted. we've called cervinis and followed their instructions, sanding the inside and outside of the bumper with plastic cleaner and a red scuff pad multiple times, and then tried to spray our adhesion promotor on there.
As soon as we spray adhesion promotor on it, it bubbles up and then starts to run on off the panel.
Heres what we've tried
Hot soapy water wash with red scuff pad.
Duponts 2319s plastic cleaner, with and without a red scotchbrite scuff pad
dupon 3909s final klean
Dupont 2310s sanding paste
Dupont 105 thinner
PPG's DX103
PPG's Dx101 sanding paste.
