i dont feel the need to spread my wealth to others that dont fuckin deserve it... if you cant make it on your own... there are ALREADY programs to help you get back on your feet and keep you alive, state healthcare... food stamps, welfare, disablility the list goes on and on.... we pay for that with OUR taxes, and no one says boo about it

Basically he wants the fed gov't to cover catastrophic health problems...basically a re-insurance (like FDIC or any other disaster relief program) that would cover you when your insurance has reached its limits.
