Fuck My Neighbor

Ok, so i got this douche bag of a neighbor that for the past 3 years has been yelling at me not to park on the street, which it mostly in front of his house but also across the street from my house. He has confronted me about 3 times of the years yelling at me not to park there because his wife runs a daycare and he wants the customers to park there, mind you this is a residential zone, and on a different occasion stating that I shouldn't park there so that 'my son has a spot to park in when he comes home from school.' Once he said/asked that I told him that I have a sister that usually gets off work at about 11pm so I think his son shouldn't park there because I don't want my sister walking a block and a half away in order to get home at night.
After that I haven't heard much from him in a while, but on Monday morning when i go out to get in my car to go to school I find this:
Now granted my Jeep is NOT the prettiest thing...as it has a shit ton of rust, but after finding this I was just like wtf? So I call the FPD to ask them what the hell is going on and what I should do. They tell me that a officer or someone just noticed it didn't move for 48 hrs, and to just move it before the date listed on it so they know its not abandoned. So after talking with her I just thought a cop drove by on the weekend, saw the piece of shit and just checked up 48hrs later. *I was back home for a funeral all weekend* But then today, about 20 mins ago, I hear some banging on my door. I go down to find my short, dorky looking neighbor all pissed off. He goes on a tangent about how "How would you like to look at that everyday, yada yada, it never moves, yada yada, don't park in front of my house." Which, if you know me, I just respond with pure sarcasm assuring him that I drive it to school everyday, and also tell him that if he wants me to 'help him' with this 'problem' then I won't park in front of his house if he pays my taxes for that year. After I tell him that he just looses it and starts yell, at this point I just close the door on him and go into my house.Iv already called his house in to the City of Fargo for the whole having a business in a residential zone w/out having any permits or whatever. *step 1 in being a douche :icon_queen:*SO basically im just wondering if anyone has had this type of problem or maybe asking for some advice as to how to piss him off even further to the point that he LEAVES ME THE FUCK ALONE. Im also wondering if I can press charges for him giving the FPD false information about how my car is abandoned even though he knows I live here and it moves everyday.
So yea...what should i do.
PS Im tired of this shit...

Fuck that guy. My friend live across the street from a guy who did towing and he tried to pull the same shit. Except in the middle of the night he towed my buddies car, and got sued.

if you get another one go the police department in person with it in your hand looking ready to tear down the wall and tell them you would like to file harassment charges. you spoke to the police about it once, thats all the warning you need to give. instead of getting your car towed you will have your problem solved.

The law which allows you to get a restraining order defines harassment as "repeated, intrusive or unwanted acts, words or gestures that are intended to adversely affect the safety, security or privacy of another, regardless of the relationship between the actor and the intended target."
