I say that with the budget surplus we should buy a FUCKLOAD of land and dig a HUGE man made lake just outside of fargo. That way every spring the red, sheyenne, buffalo, wild rice, etc... can all drain into it and fill it instead of flooding the area and every summer when we have a drought we will have a backup water source. It would provide a way to keep the area from flooding, recreation, housing on the lots surrounding it, etc...
But, what do I know?

Our house is the highest in the development and our basement is only 4 feet into the ground. We've got all of our basement windows and our garage diked up to the height of the main level. If it gets that high and we get water on the main level we never had a chance to begin with.
