If you knew he had a loan on it, then you knew he had a lien on it by the bank?
You will get a little card that says the bank releases the car and they sign it and you are all good...

His loan is more than what I'm buying the car for. I'm not putting myself in the position to make sure he pays the other money he owes. I don't get shit until he pays it off in full (He owes 1.8k after what i pay him..).
Oh well. Gives me a bit to save up a little more and buy an 06-08

Honestly, if you are set on the one in Wisconsin, just go to the bank with him before exchanging any money and YOU pay the bank. I'm assuming he knows he owes more on the car so he likely has planned for that. Just an idea.
