I also tried using both keys for the ignition and it didnt change anything but I will check into that as well. I think I am going to replace the fuel preasure regulator. I dont think thats going to work, worth a shot.

STOP THROWING PARTS AT IT. it doesnt sound anything like a fuel pressure regulator.

take the cap off the schrader valve on the rail and open it for a second, if you have crisp pressure you are good

if it's cranking over with the ignition key, it's not the VATS. if the VATS isn't recognizing the resistor in your key, you'll get nothing at all when you turn the key to start, aside from a blinking anti-theft light.
i've only seen one person successfully bypass their VATS - that's a nice write-up though, and looks like it would work if done correctly. Waste of time/energy unless your VATS wires snap somewhere though.. which happens a lot.
